How cold should A/C be?

Is there a factory spec for how cold the air should be coming out of the
dash vents with maximum a/c turned on? Can you tell me what it is or how to
access the specs?

I have a new Odessy that I would like to take have looked at but would first
like to know if I have something to complain about.

It depends....
But in the shade, 90' ( and 80% humidity) outside, the vent temp inside
should be 40'-45' with the engine at 1500-2000 rpm.
